FBI is pursuing the consolidation of all Washington, DC metropolitan area offices, including the iconic J. Edgar Hoover (JEH) Building, into a newly developed state-of-the-art campus. To facilitate this costly and large-scale development, the Bureau is interested in utilizing the exchange value of its current headquarters in Downtown Washington.
Hayat Brown Role:
Hayat Brown team members prepared a detailed financial model to evaluate the full Value for Money of the P3 delivery method compared to both a “do-nothing” scenario and a “traditional DBB” delivery method. As part of this analysis, we conducted a valuation of the Hoover Building to understand the potential value the Bureau could capture from its existing headquarters.
Transaction Structuring and Procurement Advisory
Our team completed federal budget scoring analyses to assess the viability of alternative delivery methods and provided procurement strategy support.
