NPS Rehabilitation of Urban Recreation Areas CM Services

Project Overview

A major rehabilitation initiative of 11 urban recreation areas across National Capital Parks-East, focusing on sites east of the Anacostia River. The project addresses deteriorated facilities at Anacostia, Fort Dupont, Kenilworth, Battery Rickets, River Terrace Park, Randle Circle, Alabama Avenue, Fort Stanton, and the D.C. Recreation Center.

Work includes replacing or updating outdated tennis and basketball courts, playgrounds, picnic pavilions, a roller-skating rink pavilion, and historic Mission 66 structures. Many facilities are currently in need of rehabilitation, and many have non-compliant accessibility features. The project modernizes site amenities with accessible features, LED lighting, new water fountains, and improved community spaces while preserving the parks’ historic character. 

Lead full engineering design services through predesign and schematic phases, to design development and construction documents. Emphasize community engagement and sustainable, accessible solutions. Direct quality control processes, perform utility assessments, and develop construction cost estimates. Create design alternatives that balance accessibility requirements, historic preservation standards, and climate resilience. Coordinate with park stakeholders and local residents through targeted outreach programs, incorporating community feedback into final designs. Prepare detailed submissions for the Commission of Fine Arts and National Capital Planning Commission review. Manage permitting requirements and prepare comprehensive documentation for project compliance with federal sustainability standards. Develop final designs and construction documents.
