PROJECT

NPS Chesapeake & Ohio Canal CM Services

Project Overview

A project to rehabilitate and reconstruct historic lock and wall structures along the Chesapeake and Ohio Canal National Historic Park, in Georgetown, Washington, DC and near Bethesda, MD. Work focuses on restoring Inlet Lock 1 and Lift Locks 1, 2, and 5, along with rebuilding the Canal Walls in Georgetown.

Scope: Construction Management

Client: National Park Service

Location: Washington, DC

Major elements include historic stone masonry restoration, drainage system improvements, and structural repairs to ensure long-term sustainability. With over 1.2 million visitors annually, the project requires careful phasing to minimize public disruption while protecting the site’s historic character. The work includes coordinating with neighboring property owners and integrating concurrent projects, such as a new pedestrian bridge planned near Lock 1.

As the Construction Management firm, Hayat Brown’s Construction Management Representative (CMR) team oversee daily construction activities through full-time site representation, overseeing quality control and technical documentation. Review and validate contractor schedules, develop independent cost estimates, and analyze construction proposals per FAR Part 15 requirements. Monitor historic stonework restoration, verify dewatering operations, and ensure preservation standards are met, per contractual and NPS Denver Service Center requirements. Lead progress meetings and provide detailed documentation of project changes, while maintaining strict government submittal timelines. Prepare comprehensive scoping documents for contract modifications and coordinate with all project stakeholders to keep work on schedule.
